At base this would mean it would take approx. 33 seconds for 115 killer to catch them (with no considerations like bloodlust, lunge distance, etc.). Hope takes you from 100% to 107%, taking the difference from 15% to ~7.5% and the time to catch at 5m to ~67 seconds.
Dark Theory could be 5% haste and people still wouldn't use it. I don't know why anyone thinks buffing Dark Theory would result in people running it. You have to be in area of boon, killer should not hear boon's sound and killer should leave you on ground. And then you can pick up yourself. One of the best perks for sure. Run the Boon near an edge or main building and all you'd have to do is sit on the edge for it to work, which the chimes won't be as easy to hear.

Dark Theory is easily the worst Boon in the game. The temporary haste buff is useless compared to other perks, many of which provide a quicker movement speed with fewer drawbacks. But if it doesn't, it's likely not actually a problem, and the issues people have with it are theoretical or a matter of perspective or confirmation bias. Remove the 3% and keep the Endurance effect. The risk of boon perks is pretty high, so the payoff has to be really good for the boon to be worth running, like Circle of Healing. If the payoff is trash like Dark Theory, nobody will ever run it. Boons wind up being too strong or completely worthless.
